Venmo vs PayPal: fees, limits and protection

Venmo and PayPal are run by the same company and charge the same for an instant transfer. They differ on card fees, limits and what each protects. Here are the facts from each company's own pages.

Checked October 22, 2026

Both charge 1.75% (at least $0.25, at most $25) to move money out instantly, and nothing for a standard transfer. Sending from a bank account or balance is free on both. Sending with a credit card costs 3.00% on Venmo and 2.90% plus $0.30 on PayPal. A seller pays 2.99% to be paid for goods and services on both. Venmo's user agreement is a contract with PayPal, Inc. We don't say one is better, because it depends on what you use it for.

PayPal vs Venmo: purchase protection

PayPal says Purchase Protection “covers all eligible PayPal transactions” and that a claim decided in your favor reimburses the full purchase price and original shipping costs. It lists Friends and Family payments as ineligible, along with motor vehicles, real estate, prepaid cards and items bought to resell. A dispute closes by itself after 20 days unless it is escalated.

Venmo says items you buy online that are shipped to you are often eligible, and that some intangible things like event tickets and hotel reservations can be too. It excludes items you collect in person (except in-person Venmo QR code payments), payments that reimburse someone for a purchase, and categories such as vehicles, real estate, investments, gambling, donations, gift cards and cryptocurrency. You have to switch on the “Turn on for purchases” toggle when you pay.

The user agreement adds that some goods and services payments may qualify for the Venmo Purchase Protection Program, and that it is against its terms to pay or be paid for goods or services through personal accounts by people you do not know.

Paying a partner back: personal vs goods and services

Most couples use these apps for one thing: paying each other back for dinner, the electric bill or half of the groceries. Both companies treat that as a personal payment.

  • Venmo: personal payments are for when there is no purchase of goods or services and no other commercial transaction. Receiving one that is not labeled goods and services costs $0.00. Paying back your share of a purchase is called out as not eligible for Purchase Protection.
  • PayPal: personal payments are for everyday money between friends and family, like gifts or splitting a lunch bill. They are free from a bank account or PayPal balance and carry a small charge from a debit or credit card. They are not covered by Purchase Protection.

The practical point, from the fee pages: label a payment to your partner as goods and services and the person who gets it pays 2.99%. PayPal also says a payment cannot be changed once it is tagged as a purchase. If a payment was tagged by mistake, contact PayPal Support, and fees may be returned. Sending from a bank account avoids the card fee on both.
