Sign in to your Adobe account, select Manage plan on the plan you want to end, then Cancel your plan, and confirm. For most plans you get a full refund within 14 days of purchase. After that, an annual plan paid monthly can carry an early termination fee.

Cancel Adobe Creative Cloud in your Adobe account

Sign in to your Adobe account.
In the Plans and payment window, select Manage plan for the plan you want to cancel.
Select Cancel your plan.
Check your plan details and select Continue to cancel.
Select a reason and select Continue.
Review the details and select Confirm cancellation.

Adobe says to check your email for a confirmation or verify the cancellation on your account page.

Before you cancel Adobe Creative Cloud

Annual plan, paid monthly: past the first 14 days, an early termination fee of 50% of what is left on the contract applies. Adobe's example is cancelling in month nine and paying half of the remaining three months.
Annual plan, prepaid: Adobe's terms say no refund is possible if you cancel before the year ends.
Month-to-month plan: cancelling converts your account to a Creative Cloud free membership. Adobe's terms page for it does not state a fee.
For most plans you get a full refund if you cancel within 14 days of your initial purchase.
You can't cancel while Adobe is processing a payment or if there is a payment problem. Wait 24 hours and try again.
If you have more than one plan, each must be cancelled separately. Access continues until the end of the current billing period. Plans bought through Apple, Google or Microsoft follow their cancellation process (see /cancel/apple-subscriptions and /cancel/google-play).
After you cancel, files in cloud storage over the 5GB free limit must be moved out within 30 days. You can reactivate within the billing period.

After you cancel

Keep the confirmation email or screenshot. Then watch your bank or card for the next billing date: if Adobe Creative Cloud charges you again after you cancelled, ask Adobe Creative Cloud for a refund first, and if that fails, dispute the charge with your card.
